Partners in Implementation

UNICEF
UNICEF has continuously endeavored to upgrade and assist the system of education in enhancing teacher's efficiency and effectiveness through various training courses at state level. SSA and UNICEF have joined together to undertake wide range of activities on quality education, especially on Early Learning of language through activities, English phonetics and Developing Arithmetic Skills and Usage of SLM Kit along with a review of the impact of such training sessions.

English language learning has become a necessity in the present scenario. The role of primary teachers is crucial in teaching English since they not only introduce the concepts of language but also create an attitude towards English. In association with British council, 10 days training was given. During 2014-15, UNICEF partly funded the training of Master Trainers at State Level for English, SLM Kit usage and also Sports and Games training in KGBVs. These trainings encouraged the teachers to instill a positive attitude among the children.

In 2015-16, UNICEF is funding an Early Intervention Programme for children with special needs in partnership with the Maduram Narayanan Centre. This involves training of teachers and installing a monitoring system to track the progress of children.

UNICEF also supports the WASH (Water, Sanitation and Hygiene) programme in Government schools in Krishnagiri District.

Early Literacy Programme (ELP) – British Council

Early literacy training Programme jointly offered by SSA Tamilnadu and British Council.  The initiative broadly aims to improve the quality of teaching of English in primary classrooms in Tamilnadu.  The course materials were designed to be as practical as possible.  The course was highly interactive with many group work tasks in turn develops teachers understanding of new practices.  Visual aids were given to support for better understanding.

This training was given to 300 BRTEs at state level in four phases. The master trainers were split into two batches each attended totally ten days of training in two phases. Unlike other trainings, this one was directly given by the Master Trainers to the teachers at grass-root level  by skipping the second level cascading at district level in order to avoid the transmission loss. The training was cascaded in ‘Day release pattern’ that a batch of teachers getting trained in a particular day of the week went back to schools and practiced it in the classroom and then attended the training in the same day of the next week. Thus the primary teachers were given training in this pattern which helped them to try out immediately in the classroom what they had learnt in the training and discussed the outputs and impacts during reflection of the next day release. This new pattern paved the way for the teachers for home work as well as class work which lead to review and refinement of the desired quality.

About "Sarva Shiksha Abhiyan (SSA)"

The Genesis
The role of Universal Elementary Education (UEE) for strengthening the social fabric of democracy through provision of equal opportunities to all has been accepted since the inception of our Republic. The original Article 45 in the Directive Principles of State Policy in the Constitution mandated the State to endeavour to provide free and compulsory education to all children up to age fourteen in a period of ten years. The National Policy on Education (NPE), 1986/92, states: “In our national perception, education is essentially for all… Education has an acculturating role. It refines sensitivities and perceptions that contribute to national cohesion, a scientific temper and independence of mind and spirit - thus furthering the goals of socialism, secularism and democracy enshrined in our Constitution”

With the formulation of NPE, India initiated a wide range of programmes for achieving the goal of UEE. These efforts were intensified in the 1980s and 1990s through several schematic and programme interventions, such as Operation Black Board (OBB), Shiksha Karmi Project (SKP), Andhra Pradesh Primary Education Project (APPEP), Bihar Education Project (BEP), U.P Basic Education Project (UPBEP), Mahila Samakhya (MS), Lok Jumbish Project (LJP), and Teacher Education which put in place a decentralised system of teacher support through District Institutes of Education and Training, District Primary Education Programme (DPEP). Currently the Sarva Shiksha Abhiyan (SSA) is implemented as a Centrally Sponsored Scheme in partnership with State Governments for universalising elementary education across the country.
Objectives
Sarva Shiksha Abhiyan aims to provide useful and relevant elementary education to all children in the age-group 6 to 14 by ensuring universal access and retention, bridging of gender and social category gaps in education and enhancement of learning levels of children by provision of quality education.
  • Ensuring cent percent enrolment.
Ensuring cent percent retention of children enrolled in schools without getting dropped out.
Providing quality elementary education in all schools.
  • Providing an inclusive environment in schools conducive to differently abled children, children from marginalised sections, and children hailing from difficult circumstances.
  • Providing infrastructure facilities to promote quality in education in all schools.

UNIFIED DISTRICT INFORMATION SYSTEM FOR EDUCATION
Review Committee on educational statistics constituted by the MHRD recommended adopting unified system for collection and dissemination of educational statistics to overcome difficulties cruising from multiple sources of data on education. As sequel to this, an expert group was constituted by the MHRD under the Chairmanship of Prof.R.Govinda, Vice-Chancellor, NUEPA to prepare road map to evolve unified system for collection of school education statistics.
The road map recommended by the expert group includes identifying/establishing a dedicated department at national level to act as nodal agency that is responsible for collection and dissemination of school education statistics. Similarly at state level a nodal office may be identified to coordinate collection and dissemination of school education statistics. At district level, it is recommended that a nodal officer may be identified to coordinate the efforts to collect data. The expert group suggests that the mechanism to collect and disseminate school education statistics ought not to be tied to any schemes / programmes. Further, the expert group recommended integration of DISE and SEMIS into one single system in phases from the academic year 2012-13 onwards.
The expert group observes that proper maintenance of records in schools is a critical ingredient in the adoption and sustenance of unified system for collection of school education statistics. The school records, if properly maintained can strengthen the data base at school level facilitates quick and accurate filling of DCFs and improves reliability of data. Accordingly, the expert group identifies a set of core records to be maintained by each school and recommends its adoption across the country.
